As of the census of 2000, there were 21,178 people, 8,533 households, and 5,973 families residing in the city. The population density was 264.2/km² (684.2/mi²). There were 9,641 housing units at an average density of 120.3/km² (311.5/mi²). The racial makeup of the city was 71.62% White, 22.95% Black or African American, 0.48% Native American, 1.60% Asian, 0.16% Pacific Islander, 1.27% from other races, and 1.92% from two or more races. 3.88% of the population were Hispanic or Latino of any race. There were 8,533 households out of which 33.1% had children under the age of 18 living with them, 53.6% were married couples living together, 13.3% had a female householder with no husband present, and 30.0% were non-families. 25.7% of all households were made up of individuals and 9.5% had someone living alone who was 65 years of age or older.
