Woodburn was founded by Jesse H. Settlemier. There is a museum called the Settlemier house located on Settlemier Avenue, both of which were named after him. Woodburn has a history of being a large farming community. One large and growing problem this has created recently is the number of illegal immigrants in the area. The school system has federal funding to provide free lunch in all schools. However, over crowding has become a high concern. Another issue behind illegal immigration is that it has created a high number of uninsured drivers. Another rising issue is the increase of drug use. Many times illegal immigrant families are tempted to make more money by dealing various drugs, most notably Marijuana and meth. The reason behind this is that migrant workers who are illegal have a difficult time making a living getting paid small wages in the agricultural business and they are desperate to make more income.
